One person is murdered every two hours in Venezuela.
The murder rate in the South American country has more than quadrupled since Hugo Chávez came to power in 1999. There were 54 homicides per 100,000 people last year, a rate only exceeded on the continent by El Salvador, where there were 70 homicides per 100,000 citizens.

Its not about inaction on the part of the police, although that might be an element its a periferal element.
Its the politics of envy that destroys a country. It removes, from the top, the normal moral prohibition against violence and crime. In the normal world criminals know deep down that what they do is wrong but when you begin to promote the notion that wealth is all ill-gotten, that wealth belongs to “the people” rather than the person who built it, when you promote the idea that property belongs by right to the collective rather than an individual owner, you open up the doors to hell. And the result is that crime and murder go right through the roof.
The reason is that when you see someone who has made it in this world, you assume that his success must certainly have been obtained wrongly, that the person who is wealthy must have a racket somehow that he ought not have. This notion permeates from the bottom right up through the top, it infects everyone, because once this takes hold even rich people can always find someone richer than they who supposedly doesn’t deserve it. And to the guy with a knife, even you look rich enough that you deserve what he’s about to do to you.
Law and law enforcement must rest upon an underlying moral foundation or it becomes a distorted perversion and the world becomes a very dangerous place.
Why am I not surprised. This is the person Penn wants to be friends with.
