And when he gets back into town (wherever that is) make him a pariah in his community. If he comes into a coffee shop, get up and leave. Let him know what you think of him. Don't break any laws or ordinances, but let him know what he has done. And if he cuts a sweetheart deal for your community in some way let him know that you don't like being bribed with your own money.
