If the state of Utah gives the land back to the mining companies that owned it before the federal land steal, this is a good thing. If they sell it to someone else, it may be immoral as well as illegal.

? ~ we aren't really talking about immediate prior use "ownership". The land has been the property of the federal government since statehood. The federales merely rented it out to miners, etc.
Frankly, federal stewardship of land like this, for example in Indian reservations, has not been beneficial to the inhabitants, those who live near the area, nor the nation as a whole.

When (there is no "if" with this marxist) the mines are closed, the land will have to be sold to someone else.
