Political and business leaders gather this week in an attempt to revive the world's faltering challenge to global warming. But they face a battle to lift the cloud of scepticism that has descended over climate science and chart a new way forward.
Some of the planet's most powerful paymasters will gather in London on Wednesday to discuss a nagging financial problem: how to raise a trillion dollars for the developing world. Those charged with achieving this daunting goal will include Gordon Brown, directors of several central banks, the billionaire philanthropist George Soros, the economist Lord (Nicholas) Stern and Larry Summers, President Obama's chief economics adviser.
As an array of expertise, it is formidable: but then so is the task they have been set by the UN secretary general, Ban Ki-moon. In effect, the world's top financiers have been told to work out how to raise at least $100bn a year for the rest of this decade, cash that will be used to help the world's poorest countries adapt to climate change.
"The prices we pay for our goods do not reflect one key cost: the damage that their production does to the planet's climate system," said Bob Ward, of the Grantham Research Institute on Climate Change at the LSE. "We need to find ways to extract payment from those who cause that damage and then use that money to fund developing nations so that they can protect themselves from the worst effects of global warming."

The global temperature has been rising at a steady trend rate of 0.5°C per century since the depths of the little ice age in the 1700s (when the Thames River would freeze over every winter; the last time it froze over was 1804). On top of the trend are oscillations that last about thirty years in each direction:
1882 1910 Cooling
1910 1944 Warming
1944 1975 Cooling
1975 2001 Warming
In 2009 we are where the green arrow points, with temperature leveling off. The pattern suggests that the world has entered a period of slight cooling until about 2030.
There was a cooling scare in the early 1970s at the end of the last cooling phase. The current global warming alarm is based on the last warming oscillation, from 1975 to 2001. The IPCC predictions simply extrapolated the last warming as if it would last forever, a textbook case of alarmism. However the last warming period ended after the usual thirty years or so, and the global temperature is now definitely tracking below the IPCC predictions.
The IPCC blames human emissions of carbon dioxide for the last warming. But by general consensus human emissions of carbon dioxide have only been large enough to be significant since 1940yet the warming trend was in place for well over a century before that. And there was a cooling period from 1940 to 1975, despite human emissions of carbon dioxide. And there has been no warming since 2001, despite record human emissions of carbon dioxide.
Somebody on here pointed out there are millions of dollars already budgeted/spent in the 2012 budget or whatever, earmarked from carbon credit trading or something like that.
So of course they have to keep the drumbeat going, and screw over the citizenry.
This and immigration “reform” could be the only two ways the republicans could blow the November election.
Hmm, maybe someone who *likes* prison?
Its as much about climate as the “healthcare” bill is about health....
