Look, nowhere on the Census form is the non-citizen told not to fill out the form. Nowhere on the form does it ask if the respondent is a citizen.
The new districts will be drawn on population data which includes illegals and others who are non-citizens, counted just the same as American Citizens.
There is only one reason to do this, and that is that the plan on both sides of the aisle is to declare them citizens.
There is no other reason it would not matter.
