NPR Says Goodbye MIRV

The Obama administration’s Nuclear Posture Review (NPR) was released today (which can be found here) and Secretary of Defense Robert Gates, Secretary of State Hillary Clinton, Secretary of Energy Steven Chu and Chairman of the Joint Chiefs of Staff Navy Adm. Mike Mullen held a brief press briefing at the Pentagon to discuss the NPR.

The fundamental role of nuclear weapons is to deter nuclear armed states, Gates said and that the U.S. will not threaten to use nuclear weapons against any non-nuclear states that are party to the Non-Proliferation Treaty. He said the administration didn’t believe it was far enough along in getting control of nuclear proliferation around the world to limit U.S. options. When it comes to North Korea and Iran, Gates said “all options are on the table,” if they don’t agree to “play by the rules.”

“This is obviously a weapon of last resort,” he said. The U.S. will continue to hold accountable any state or non-state actor that proliferates weapons of mass destruction. The NPR states that chemical or biological weapons use by any country against U.S. forces will be met by a “devastating” conventional response.

Gates also said that the U.S. will not develop any new nuclear warheads but will extend the life of existing warheads. Refurbishment of weapons is favored over replacement; any replacement will require presidential approval. DOE secretary Chu said his agency’s life extension programs can maintain the “effectiveness” of the nuclear stockpile without testing.

MIRV is our only guarantee that A)Provides greater target damage for a given missile payload.B) Can dispense the warheads against multiple targets across a broad area.C)Reduces the effectiveness of an anti-ballistic missile system that relies on intercepting individual warheads

Minuteman III MIRV launch sequence: 1. The missile launches out of its silo by firing its first stage boost motor (A). 2. About 60 seconds after launch, the 1st stage drops off and the second stage motor (B) ignites. The missile shroud (E) is ejected. 3. About 120 seconds after launch, the third stage motor (C) ignites and separates from the 2nd stage. 4. About 180 seconds after launch, third stage thrust terminates and the Post-Boost Vehicle (D) separates from the rocket. 5. The Post-Boost Vehicle maneuvers itself and prepares for re-entry vehicle (RV) deployment. 6. While the Post-Boost Vehicle backs away, decoys and chaff are deployed (unlike the figure suggests this may be during ascent). 7. The RVs and chaff re-enter the atmosphere at high speeds and are armed in flight. 8. The nuclear warheads detonate, either as air bursts or ground bursts.

Minutemen have been de-mirv’d for years and years. The Trident D5’s I believe were downloaded to just 4 during Bush. Everyone but the Russian and Chinese don’t seem to care. They’re loving this I’m sure though.

The Trident D-5 carries up to eight W88 (475 kt) warheads (Mark 5) or eight W76 (100 kt) warheads (Mark 4). The Trident II can carry 12 MIRV warheads but START I reduces this to 8 and SORT reduces this yet further to 4 or 5.

What has Obama done with this review has made it virtually impossible for us to strike back during a nuclear war. We depend on Trident MIRVs to hit Russian cities,overwhelm the Moscow ABM curtain and some military targets.

The SS-18 missiles are very old. The Module 4(which is currently in use) has about 10-14 RVs with countermeasures. The Module 5 which was has aboyt 10-15 RV with a 550-750 kiloton warhead.
The Module 6 carrying a single warhead with a yield of 20 MT were completed in September 1989 and deployment began in August 1991. The START II Treaty specifically banned land-based MIRV systems, in part, because of the threat the SS-18 posed to the balance of power. It was seen as a first-strike weapon and a very destabilizing presence in the bilateral relationship. They are still around but are being phased out of service for the SS-25 missile.
The SS-27 which is replacing the SS-18 “Satan” Missile carries a single warhead with a 550 kT yield but the design is compatible with MIRV warheads.According to chief designer Yury Solomonov, the missile can carry four to six warheads along with decoys
