I have some questions for you.
#1. What is the cost of certifying your HEPA filter, and how often does it need certified?
#2. The 8hr class cost $225.00 plus employee wage and travel expense, along with loss of production while training. Do you have this figured into your $25.00 per job charge.
#3. Do you think my insurance company will use this certification to raise my rates to cover their increased liability?
#4. When I register with the EPA, did I just turn myself in so they know where to send their inspector and will there be a registration fee, and will it be yearly?
Just some quick questions that come to my mind ;0)

You obviously missed my point. I was on your side and was dissing the writer for claiming the key expense was a $1500 vacuum cleaner. That is peanuts compared to the actual costs -- you articulated some of them -- and the consumer will get screwed. So will the small business owner.
