EPA has absolutely no jurisdiction on this matter unless there is an FHA loan, period. Whenever the EPA finds it has no jurisdiction, it simply asserts it anyway.

Whenever the EPA finds it has no jurisdiction, it simply asserts it anyway. I'm not so sure they want to lose a weak case like this because it might cost them a lot more in the future.
