Well, I see on Wikipedia that his story has a basis in history.

But more to the point, the media will certainly bother to check out what it means, if they saw the sign, and it does mean to throw someone out a window to their death, literally. There is no figurative meaning, really, like there is with "decapitate." It could conceivably be used in a clever way by an original writer, but that does not mean it has a figurative meaning.

I could just picture myself trying to explain all of this to the cops, so I gave up.

The lib media would doubtless gasp in horror, and a few million people would learn new word about a foreign revolutionary practice. If asked about it a week hence, half those people would say that means to kick the politicians down a flight of stairs or some such rot.

“To throw out a window” is a common American idiom for being rid of something undesirable without reference to the fate of what was thrown out the window (except that it does not return).
