The Constitution requires the enumeration of "persons". Citizenship is not a factor.

Unconstitutional on its face, IMO. The constitution calls for an enumeration of the citizens. The Census Form I received did not ask if I was a CITIZEN of The United States.
The letters stated that it was important for me to be counted because it effected the number of REPRESENTATIVES from my state and the amount of MONEY coming back to my area.
The 2010 Census, more power for the wetbacks.
