From a good friend in Mexico City, the ‘mafia’ are in this case exiled narco traders from the Medellin Cartel that were driven out of Columbia.
The info describes the Cartel as having come to Mexico and avoiding Mexico City as the government there went on a campaign to run them out of the city, so they settled in the sparsely populated northern states of Mexico.
My friend went on to say that Columbia and Mexico City are two of the safest and most stable places to be now.
