Actually I often generally find fault with the behavior of the police in these cases. I do agree with all your reason people in this country don't care for the police particularly the failure of police officers to arrest their partner when they observe their partner commit a crime and their failure to treat the public with respect.
Still I will stick with what I said on this one. The cop pushed the guy toward a wall to stop him from running away from him. Such an action would not usually cause such great injury if any. The city in my mind should be libel, but it was an unfortunate incident that accidently led to great injury.

The city should be libel for allowing this type of behaviour and be libel for not bringing charges...The Kop needs to go to jail...
