Reuters didnt mean to crop Israeli soldiers blood and the knives of their attackers out of its photographs from the Gaza flotilla incident. Its just that Reuters have a policy of cropping at the edges which conveniently removed these things. Israeli officials, facing criticism for boarding an aid flotilla bound for the Gaza strip, stress that their troops used deadly force in self-defense. News that Reuters had cropped two images of armed peace activists, including one with bleeding Israeli soldiers surrounded by armed flotilla crews supports the Israeli position and threatens Reuters with scandal.

Cropping isn't a problem unless you crop an important part of the picture. Reuters' action is like cropping the bank robber from a bank's security camera's picture.

DUH! The word cropping implies cutting off outside edges... Can you crop the center of a photo? If they need a particular image size the first step is to crop parts of the photo that don’t tell the story ,, then resize the image as necessary without retouching except maybe for contrast to ensure that when printed it will be clear.
