Its a safe bet that Bibi had good reason....unlike our own Stroker, who was just wagging his weinie.
His guys got caught. For a spy there is no worse failure. It was not the killing of terrorists in other countries that was the problem, after all that is his job. It was that he did it in such a way that it caused an international incident. When a spymaster does his job correctly, you aren't sure he has done anything at all. If you know enough to reasonably debate the wisdom of something a spymaster has done, he has already lost the battle.

one only leaves the Mossad in a horizontal box, Dagan will still be instrumental in back office operations... he will still have a secure phoneline in his living room.
further, Dagan has stated publically on international TV in an English language interview that he will not leave Israel for fear of arrest, that he is Mossad until the day he dies.

they didn’t really get caught. Apparantly, the entire hit squad made it safely out of the country.
Also keep in mind that there is a lot of misinformation from Dubai on this case—I highly doubt Israel would send in 27 agents to perform this hit—it’s not believable.
