Cordoba (in Spain) was a capital (in exile) of the Damascus Caliphate. Muslims see it as the lost opportunity to conquer the west. It is said Osama Bin Laden still weeps at the loss of Muslim Spain.
The DELIBERATE use of Cordoba here is to show that the west is to be conquered again. Every Muslim alive would know what this means. It is so obvious to them.
Muslims place holy places on their greatest Military victories. Mecca and the Al-Aqsa Mosque in Jerusalem are built on the top of the conquered enemies most treasuered places.
This is the same idea. When the American useful idiots see peace, the Muslims see weakness.
Put the mosque on the upper west side and see how the liberals respond.
