Ok...from what I’ve been reading it was Bush did not go forward with a criminal case and it was Obama who dropped the civil case.
Why didn’t Bush go forward with a criminal case?

I started following this last year and everything I’ve read about it has been about the civil case. I’ve no idea why a criminal case wasn’t filed.
