GRANTS PASS, Ore. (AP) -- A coalition of seven western states and three Canadian provinces on Tuesday offered its most detailed strategy yet for controlling greenhouse gas emissions blamed for climate change, saying they hope it will stand as a model for national systems in the United States and Canada.
At the core is a cap-and-trade system that would go into effect in January 2012, gradually ramping down emissions levels.

What arrogance. Even of these states cut their “carbon emissions” to zero, that would barely be a blip compared to the “carbon emissions” of the rest of the US. Which would barely be a blip to the “carbon emissions” of China. Which would barely be a blip compare to natural CO2 in the environment. Which is barely a blip compared to other “greenhouse gasses,” fluctations of which aren’t even a blip compared to fluxuations in solar ouput.
As I said, what arrogance!
That said, the voters who put these statists in power are getting what they deserve!
Good luck to ‘em, I guess. IMHO, the project will only put people out of work and perhaps even drive the states & provinces into bankruptcy. Might not do to even travel there, they’ll be so starved for money once they really get this going. Glad I saw and did pretty much everything I wanted to in the area before 2004.

I'm more and more convinced that cap-and-trade is nothing but a scheme for the non-productive class to get rich on our backs.
The article only names two states, which have initiated legislative action to implement a capNtax system, California and New Mexico. It doesn’t even name the other five states referred to in the title. More accurate, informative AP reporting.
