The income may be down in Texas, but California has obstacles which make their circumstances less palatable.
Union state employees are far greater in number in California. Also, the Texas Constitution requires a balanced budget which will make it less difficult for the Texas courts to force the state to continue spending money which they do not have.

In CA judges do whatever the hell they want, constitution, law, will of the people be damned.

I suspect it'll be the same in Texas.
