The American character (うさくん"Usa-kun") is a little boy. The name "Usa-kun" is a pun; the characters used to write "usa" (pronounced "oosa"), from the letters "USA", can also be read as the first syllable of the word usagi (兎), which means "rabbit". That's why the character is wearing a rabbit-ear hoodie.

Kinda figured that by seeing her, but wasn’t sure. My theory was she was an usagi because USA walked on the moon, maybe I have been watching too much sailor moon lately.
