"The federal risk pool has definitely provided critical access, in some cases lifesaving access, to health insurance," said Amie Goldman, chair of a national association of state high-risk insurance pools. "That said, enrollment so far is lower than we would have expected."
California, which has money for about 20,000 people, has received fewer than 450 applications, according to a state official. The program in Texas had enrolled about 200 by early September, an official in that state said. Goldman, who runs the pool in Wisconsin, said they've received fewer than 300 applications so far, with room for about 8,000 people in the program.
That's not how it was supposed to work.
Government economists projected as recently as April that 375,000 people would gain coverage this year, and they questioned whether $5 billion allocated to the program would be enough.
Federal officials won't provide enrollment figures, saying several large states have yet to get going.
"We don't think this is getting off to a slow start," said Jay Angoff, director of a new insurance oversight office at the Department of Health and Human Services. "We think this is getting off to a good and orderly start."
Angoff said he's confident more people will sign up, and he pointed out the program was set up in near-record time.
What happens with the Pre-Existing Condition Insurance Plan is important because it could foreshadow problems with major changes under the law that are still a few years away.

Walz concurred, saying federal agencies need to finalize the rules surrounding the reform bill so that businesses of all sizes will know what will be expected of them and what sorts of tax credits they will receive.
Yep, they are breaking speed records wherever you look, including the time spent reading the 2,000 page bill (to be much bigger after Sebelius writes all those glorious regulations).

Dems have all but written off at least 2 Senate seats, ND, IN and AR and at least 6 House seates in TN, Louisiana, NY and elsewhere as they embark on a final-weeks, ad push to minimize congressional losses.
In 1 sign of dem discouragement, the party hasnt reserved any airtime to protect Sen. Blance Lincoln, AR. who trails GOP Rep. John Boozman.
Dems are trying to determine whether to move forward with ad plas to win dem held TN 8th district (open), Tn 6th District is open, trending more republican in recent years, dems have no plans to funnel money into the race.
Dems have set aside air time for open seat 2nd district AR (open seat) dem candidate Sen. Joyce Eliot trails Republican Tim Griffin.
Dozens more are extremely competitive, including Travis Childers, MS 1st, and John Spratt SC 5th.
Republicans defending 6 competitive seats expect to lose 2 at least: open, at-large Delaware seat and Rep Joe Caos 2nd Louisiana
Of course it will not live up to expectations ... because it is built on lies--and false assumptions. The most obvious faulty assumption is that people lack health insurance because they cant afford it. While that is true of some people, many of the uninsured have access to insurance through their employers but CHOOSE not to take it. Still others who could get free coverage through Medicaid havent signed up.
The idiots in power assume that everyone thinks like they do, but it just isnt true. A lot of people live one day at a time. Planning for the future is foreign to them.
I know you made the same point several times. I will never accept the Reid/Pelosi style of "We are smarter than you and know what's best for you." Even if the GOP tries it.

In a word, yes. This was not and is not about insuring anyone...it was and is about control over people's lives and their money.
I believe the administration expected millions to jump at the opportunity to get insurance. What they didn’t understand is that those people would have the same attitude towards 0care as they did for the previous insurance. The ones that could afford it, won’t take it and the freeloaders (illegals) don’t want to expose themselves. And many just aren’t smart enough to take advantage of the new system.
I am scheduled for major back surgery next week (stenosis in the lower 5 vertebrae). I am sure glad my Medicare/cade is as yet not affected.
My surgeon is a nice young black guy. I will wait until after the procedure to ask him what he thinks of 0care.
