And it goes deeper. Sr. Perez doesn't really care about "civil rights", since there's no one on Earth who equates the Spaniards with anything resembling noble civil rights crusaders.
More like Conquistadors, period.
And that is what he is - a Conquistador. He knows that the more "hispanics" he brings into the United States, the more his power grows. So his job as a Spaniard Knight is to protect his vassals, so that they can assist him in subjugating the people who defeated them 200 years ago, and held them in check ever since then.
And that is Perez' real motivation. Were "civil rights" even remotely a concern of his, he would have been all over the Tenorio-Reimer murders.
But he wasn't, because not only does he not care, but to him, those are just enemy casualties.
