Cardinal-designate Burke does not have a diocese, and thus is not in a position, canonically, to single-handedly excommunicate anybody, as far as I know. But it seems to me that since he does have the authority to make canonical rulings (as head of the A.P.) there ought to be some kind of enforcement mechanism.
So, what's needed? A canonical lawsuit? Can we qualify as plaintiffs?
I honestly don't know and am asking this as a sincere question. Are there any FReeper canon lawyers?
