Fourth, if the debt ceiling is to be raised, this is the last time.

This isn't necessary. If we lock spending back at 2008 levels and return unspent TARP funds back into the treasury, we wouldn't need to raise it.

I agree with you completely. This is the one part of the letter that disappoints me. Other than that, rock on!

No, you would still need to raise it. Even with thise cuts, the budget would be operating at a deficit (recall that thebudget was in deficit in 2008) and would require a raising of the debt ceiling.
