Think about Florida, a thin peninsula. Then consider the accuracy. There is more water than land and more everglades and prairie than city. Then consider who is operating the missiles.
Odds are considerably in your favor.
Besides that, Miami is the capital of South America and is a more desirable target in spite of CentCom in Tampa.
