When Rahm Emanuel originally filed his 2009 Illinois tax return, he indicated he was only a part-year resident of the state that year, since he had moved to Washington D.C. to serve as President Obamas chief of staff.
But after he decided to return to Chicago to run for mayor this fall and after several people challenged whether he was eligible to run based on the fact that he hadnt lived in the city for a full-year prior to the Feb. 2 election he filed an amended return.

Some of the comments at the Sun-Times site are great! One guy keeps wondering why Emanuel, a multi-millionaire, need to rent his house out?
That’s a good question! Who would want to pack up everything and let someone else into your home if you didn’t need the money, and especially if you were planning to move back someday?
Seriously, the self-appointed elite think this is a buffet. They can check one choice here, turnips or collards, pick one. Then they’re just all aflutter why they can’t have both. They end up with collards when they really meant to end up with turnips AND collards; banking, of course, that 98% of the American public is either stupid or not paying attention.
One of the popular tax form titles is PARTIAL YEAR RESIDENT. They came up with that under the legal fiction that if one state got the first 6 months and the other state the last 6 months they weren't both taxing you on the same income.
The name stuck.
Rahm probably didn't realize this wouldn't work with his claim of Chicago residency so he refiled. Probably even paid double. Be interesting to see which Illinois and which DC or MD forms he used.
He's not gonna' bend ~ not one inch.
That's why he will LOSE if he runs.
Houses that are shut down and closed up turn into poo-poo in large Northern cities.
Rahm is undoubtedly an habitual cheapskate allatime lookin' for a nickel!
