There is a doctor or some philosophy guy or something that was/is out of Princeton that believes in this. I think it is up to the age of 18 months or 2 years.

My opinion is that this kind of moral obtuseness, more than actual actively chosen evil, is what leads to Stalin, Mao, Pol Pot, Castro, and dare I say it? Hitler.

The conscience gets dulled by small compromises with evil, (not that this is a small one), and becomes more accepting of greater and greater ones.
