This would mean something if dems and rinos believed in the constitution.
I’ve been saying this for years. The budget is “written” by the president. That’s not the way it’s supposed to be either.
I think anybody could draft a budget and submit it to the H of R, whether they adopted all or in part, as long as the bill originated with an HR tag in Congress, it would be Constitutional.
