There is no such thing as a Constitution...they make it up as they go along. It’s an old game played by ageless tyrants.
Today it's inhaling, tomorrow it's exhaling.
It's progressive...
it works like this:
The senate does it.
They send it to the house. The house will create their own bill and vote on it. It gets sent to conference.
THEN the house will vote on the conference bill, thus originating it in the House.
There are things to get worked up about, and then there are things not to get worked up about.
This is the latter.
