There is no such thing as a filibuster in the House. Never has been.

We don’t want anybody doing this because we don’t know who will be in the majority in four or eight or twelve years. Leave the checks and balances in place. They work and they are one of the few remaining reasons we remain a republic.

In the House, a simple majority has always been able to get anything to the floor.

Senate confirms judges; and, alas! the Founding Fathers, IIRC, had the foresight to put roadblocks in the way of the House suddenly cutting the pay of judges.
"However," he said, suddenly brightening, "there should be nothing preventing the House of Representatives from pulling that stunt on funding staffers for the Senate; on the IRS; and on all of Obama's non-confirmed Czars, their staffs, and associated bureaucracies."
Cheers!
