WHO do you think is the driving force in pushing for states to enact these checkpoints? Municipal governments starved for revenue. Police Departments eager to seize assets under forfeiture laws. DUI attorneys hungry for clients. Court officials more than happy to fill dockets and bank accounts with fees for 'costs'. That's who.
