Requiring an insurer to cover a pre-existing condition is not insurance. This is like making home insurers insure a building while it is on fire or has already burned to the ground.

There is a rate for a burning building. I learned that in my first insurance class in college. The rate is the replacement cost plus all necessary administraive costs to cover taxes, commissions etc. for the insurance comapny. Which would equate to somewhere around 130% of the actual insurance amount.
