The governor is targeting collective bargaining on benefits, not salary.

Depending on members to voluntarily pay dues will be the final death knoll for unions because as much as they love their union benefits, when they have to actually write a check every month, they will balk.

One of the most effective union busting tactics there is in my book and it causes the union to break from within.
