The Federal Parliament has adopted on its first reading a bill that, among other things, recognizes beer as an alcoholic product and introduces a nationwide ban on the sale of alcohol the night, according to ITAR-TASS. The bill fixes the notion of beer as an alcoholic beverage produced from malt, hops and yeast, with an ethanol content of at least 0.5 per cent in the finished product. In addition, beverages manufactured on the basis of beer, with ethanol contents of up to seven percent, are also to be classified as alcoholic beverages.
The sales of alcoholic beverages will be banned from 11 pm to 8 am local time, in order to reduce alcohol consumption and prevent alcoholism according to the bill. Simultaneously, the draft law gives regions the right to establish additional constraints on the times and places of sale of such products. The sale of alcoholic beverages is to forbidden in market stalls, kiosks, tents, and other places that are not adapted to the sale of such products.
The bill also prohibits the retail sale of alcoholic beverages and beers fortified to more than 5 percent in places of mass gatherings as well as locations where there are sources of increased danger, such as bus and train stations and airports.
The project has stricter requirements for retail sales of alcoholic beverages, including low-alcohol. These are prohibited on all public transport, urban and suburban, as well as in areas adjacent to childrens educational and medical organizations, cultural organizations (except for catering), and sports facilities. Organizations and individual entrepreneurs who do not have fixed storage and retail space and checkout equipment will be banned for the retail sale of beer and other beverages stronger than 5 percent.
In order to prevent alcohol abuse among young people, the bill proposes mandatory labeling of low-alcohol products with alcohol contents higher than 7 percent, and limit the volume of the consumer packaging. This, according to the developers of the bill, will help reduce the single dose of consumption, and increase the cost per unit of such products, and be an additional constraint for the buyer.
Major changes will occur in the production of ethyl alcohol and alcoholic beverages. Under the draft law, the government will define production capacities of such enterprises, while at the same time it is possible that tax stamps will be more tightly controlled. Last year, the removal of and reuse of excise marks on other products accounted for about 20 billion rubles in lost revenue to the federal budget.

This right here is a major change. Those kiosks sell a lot of booze and they're everywhere. Interesting to see Russia take on the challange of controlling alcoholism. Ukraine, I've read, is also enacting laws to curb drinking. Alcoholism is no joke in these countries. I've seen it first-hand. It's bad and it starts young.

It just means that, like those of us in states with no package sales on Sunday, the Russkies will just have to plan ahead and buy what they need to hold them over.
