Question: Why is the USN unwilling or unable to enforce summary justice on the high seas?

All of the sailboats I’ve been on already have plenty of hiding places.

The 25mm/12 guage could also be kept handy in port.

At sea, no need to hide weapons. They are always ready, and we always did a lot of shooting. The 360-degree range is always open, no fees or dues. Your bullets and your sound cannot reach as far as you can see. And adjusting fire by splash makes it an entirely different way to shoot.

Put a 4X scope on an AR, and between 400 and 200 yards, you would just slaughter pirates waving AKs and RPGs.
