He says that many, many troops feel this way but with the shaky economy, they’re not sure they can make the kind of money out of the military that they make in, so they stay, but just putting in time.

100 percent agree which is why the military will say this is a success. They could not have picked a better time to implement this.....the economy is horrible. The military has more people than they need and throw this in and people won’t be able to leave.....yet. This will only become a problem when the economy bounces back and by then they will just blame the economy and GI Bill.
