The current administration is going to get its green policy in place via existing mechanisms and totally bypass the legislative process.

The real question is why Congress would give environmental groups veto power over vital national interests. The Democrats can just let these groups do their dirty work. Conservatives need to target laws that give environmental groups the power to obstruct.
I am sure they have not done environmental studies for the TAPI pipeline scheduled to run from Helmand thru Kandahar when the tribes provide a secure transit route.
The way they discovered oil at the Salt Creek Oil fields in Wyoming was that they saw it bubbling out of the ground. So when nature does it: no problem When we do it: bad.
