Seems we had this debate when john kerry ran in 2004 promoting the ‘global test’. ( In a 2004 presidential debate, Senator John Kerry (D–MA) argued that a preemptive use of armed force must be carried out “in a way…that passes the global test where your countrymen, your people, understand fully why you’re doing what you’re doing, and you can prove to the world that you did it for legitimate reasons.”)

Obama is killing a few birds with one “kinetic action”:

1. Speeding up our path to bankruptcy so we will re-org under his rules
2. Appeasing the Europeans so they hopefully will like him - and accept his promotion to higher office once he leaves the confines of the WH.
3. Helping Al-Queda - who is also an enemy of Israel - the enemy of my enemy...
4. Further de-sensitiving Americas to accept his “absolute power” regardless of the constitution and over 200 years of laws.
