Update: Rep. Brad Sherman (D-CA), who asked Clinton about the War Powers Act during a classified briefing, said Clinton and the administration are sidestepping the measure's provisions giving Congress the ability to put a 60-day time limit on any military action.
"They are not committed to following the important part of the War Powers Act," he told TPM in a phone interview. "She said they are certainly willing to send reports [to us] and if they issue a press release, they'll send that to us too."
The White House would forge ahead with military action in Libya even if Congress passed a resolution constraining the mission, Secretary of State Hillary Clinton said during a classified briefing to House members Wednesday afternoon.

IOWs they just don’t give a fat rat’s patoot about the Constitution or what anyone thinks. A former Senator telling Congress to go pound sand.
To be fair, I have to remind everyone that no administration (Republican or Democrat) has ever accepted the constitutionality of the War Powers Act and, if I am not mistaken, the Supreme Court has never taken it up.
He brought a handful of partisan hacks to the WH for 90 minutes and then announced his "plan," such as it is, before any of them said a word about it. That is not Congressional participation.

The constitutional powers of the President as Commander-in-Chief to introduce United States Armed Forces into hostilities, or into situations where imminent involvement in hostilities is clearly indicated by the circumstances, are exercised only pursuant to (1) a declaration of war, (2) specific statutory authorization, or (3) a national emergency created by attack upon the United States, its territories or possessions, or its armed forces.
Those are conditions that must be met before taking action. The War Powers Act stipulates that as well.
The President in every possible instance shall consult with Congress before introducing United States Armed Forces into hostilities or into situation where imminent involvement in hostilities is clearly indicated by the circumstances,...
Number three above is the only instance where the President couldn't possibly consult with Congress and we were not attacked in any way. We have a military junta now not a republic.
No I am not shocked. it seems to be habitual with him.
That is because we have a one party system and there is no opposition to impeach him for violating the constitution. He knows it. Everyone knows it.
His first action was to take office with a question hanging in the air concerning his constitutional qualification. His first act was to violate the constitution with Republicans leading the way.

True. Since Nixon's veto was overridden it has been the position of the executive the act is unconstitutional but it's not been challenged and past presidents have been careful not to say they are complying with it, just acting consistent with it. Salt in the wound comes from the hypocrisy of Obama and Biden.
For what it’s worth, Obama could easily be impeached. Republicans overwhelmingly control the House so they have the votes. Impeachment is only the first step though and is similar to an indictment. He’ll be ‘impeached’ and tried in the next election.
