Buy new tires in my state and you have to pay a government imposed fee for dumping your old tires, some chose to take their old tires with them and dump them along some country lane. Solution? state gov demands that you pay the fee whether you take them with you or not.
Wanna make a tire swing for the kiddies? Pay to have them disposed of anyway.
You got that right. Couches, TV’s, Tires etal etc suddenly sprouted up in all the ditches in this county and continue to this day to sprout all day long. County Council was told this would happen but the dumbies refused to accept the reality.

Strange - I had always assumed that on National Park Land, the trash was in uniform.

Yep. It still has to be covered up and a local dump years ago used to have a mentally retarded family do the job while collecting a fee to dump.
People knew the location of all the free and pay dumps in the area. When they closed the dumps the local ravines got the loads to the chagrin of the land owners.
