Or else a scan-to-PDF converter which attempts to use a higher-res bitonal image in places where it detects that the content seems to be black text, and a lower-res color image in places where it detects color content. Splitting the document into layers allows a scanned document to be stored in less space, or for a higher-quality document to be stored in a given amount of space than would be possible otherwise.

The image that I looked at (the one on security paper) had no portion that I would describe as high-res (color or black text). It was a very poor quality image.

Everyone is arguing that the only document that is available is a microfiche yada yada yada. If there was a printed record, just because the state of HI went all digital does not mean that the original is not still filed somewhere, they were not destroyed, bureaucraps never destroy records.

If it were that simple, they would have simply looked it up and scanned it and release it year ago. There is more to this than that.

From microfiche or microfilm there is no issue with resolution. It is not stored in memory for that purpose. Once it is scanned to a file and burned to the microfiche it is not retained in computer memory. That was the way it was done years ago. Some records probably do exist in a database today, but they are not the document itself, but only the reference information for the document.

The HI Dept. of Health are playing Legal Weasel Word games with us. And Obozo is playing hide the pea under the shell. He has lied all his life and it is his natural mode. Only problem is that with a Lie the pieces never fit and you must constantly change the explanation to cover up information that does not fit. hee hee hee

As far as smiley faces there is a simple explanation for that. Extended ASCII or HTML character set symbols include that.

No conspiracy there.

That’s bogus... The resolution that the scanner scans is between the scanner and the scanner driver... It has nothing to do with the application. The driver absolutely can’t change resolution in the middle of a scan.Were talking about a TWAIN driver. Where did you hear that crap?

IMO, birthers are not saying the mere presence of "layers" is proof of anything. Dr. Corsi says it's that the layers are from difference documents and he claims to be close to finding those documents.

This is nothing compared to the Ruby Ridge and Waco controversy.

I followed those early-mid 1990s events very closely, radio was 24/7; big topic for local conservative hosts. Even Art Bell reported regularly on the events. I recall the Indianapolis lawyer calling for a march on Washington to include lynching Congressmen. Bring your weapons! I think that was her last guest appearance on the show. Art had a FBI man or two on the show after that to give the government's side -- again!

I recall a KSFO, Geoff Medcalf show I'm pretty sure, guest describing his experience observing at Ruby Ridge. He said that he and a local resident (a guide) were watching events from a hill side. They saw a helicopter approach with a helicopter bucket.

The two were in the open watching the helicopter and the helicopter bucket. Shortly after the helicopter passed over them it turned back and left the area. Their conclusion.. the helicopter crew saw them and the crew aborted the mission to dump gasoline on the cabin.

There was also a ton of talk on CompuServe.
