The bill has some flaws. Those flaws make it possible for any administration now or in the future to nullify the law simply by not enforcing it.

You really do need to plan on another Eric Holder in the mix so it will be necessary to keep the states in the enforcement loop.

Some have charged Smith with knowing that and in fact planning on a federal failure to enforce ~ thereby keeping his major donors well supplied with slave labor.
