I agree, and maybe that's what she's doing. If the story is true, I don't think she would end her tour either if she were planning on declaring her candidacy.
And what makes you think she’s quitting her tour? Just because you read it at Politico doesn’t make it true. It’s fishing season and her family has to fish that area or they lose it. It’s a valuable fishing area and to lose it would be detrimental to their family. Since their son is taking over the business it’s vital for him and his new family. At no time did she say what her timeline would be other than something about being in Iowa around the time of the movie.
