Open a lemonade stand with signs indicating the fundraising is being used to increase awareness of the gay, lesbian, and transgendered community. Instead of shutting you down, the cops will give you state and federal funding.

Well, we have to uphold the law don’t we???
The girls may well have learned a life lesson about the business world. They have learned that there is a lot of bureaucracy to deal with in running a business. They have learned about minimum wage laws, workman’s comp laws, business insurance requirements, environmental issues in business, etc. This experience should help them when they work in their own business someday. (sarcasm, I think?)

I expect an escalation of this type of dip-shittery as we trudge ever-closer to complete government control over all aspects of our life.

The Chief's name is Kelli Morningstar. Her name alone must strike terror into the local underworld.

A group of adults from this community should set a perimeter around this lemonade stand and keep the stand open. I'm not talking on a permanent basis, but SOMEBODY has to stand up to this heavy handedness. This also telegraphs to the entire area that folks are not alone in being fed up with government and others will be emboldened.
We can't complain about the authorities if we are standing by and allowing these things to happen. I stand up in my town against what the town thinks I should and should not do on my property. So far I'm winning. What I'm doing doesn't harm anybody else and they don't have to spend time and resources arguing with me.

Your post caused an image of police smashing lemonade pitchers with axes to flash across my mind’s eye (reminiscent of ‘revenuers’ busting up stills).
