All spending decisions must come from the House. This little committee can make suggestions but, from what I understand, there is an intention for their ideas to go straight to law.
If they want to play house and come up with a list of suggestions, good for them. If there is an intent to bypass the USC (which is what I think is the intent), then we have a problem.

“All Bills for raising Revenue shall originate in the House; but the Senate may propose or concur with Amendments, as on other Bills.” Article I, Section 7
Since this will not produce Bills for raising revenue this may not apply.
