Digging a ditch and filling it in is economically damaging. There is some value in certain big projects such as modernizing our electric grid and rebuilding our transportation infrastructure to match our population and replace 1950's work.
The aliens thing shows that Krugman is either under-medicated or operating out of the PC NY Times, which is redundant, I guess. We have real enemies and threats on earth. An extra 300 F-22s, 3 CVBGs, 12 submarines, 40 destroyers, 2 army divisions, and a marine division would go a long way in crushing any enemy and keeping China in check. Not sure it's economically feasable, but there is a rational for it, just an unPC one. Hoping for ET to scare us is silly. I would think that any intersteller species would have such a great technological advantage as to make our military resemble that of the Aztecs facing Cortes, the Inca facing Pizarro, or the Chinese facing any European power from 1800 to 1940.

Contrary to what Krugman recalls, it wasn’t a “Twilight Zone” episode. It was an “Outer Limits” episode. I remember seeing it. Just looked it up; it was called “The Architects of Fear” (30 Sep 1963). Isn’t that name apropos?
Krugman continues to try to push the Keynesian solution a light year past what it is capable of doing. “Insanity: doing the same thing over and over again and expecting different results.” (Albert Einstein) Get a clue: We can’t borrow our way to prosperity.
