Enrolling in Occidental as a "foreign student" wouldn't change his American citizenship (assuming he was born in Hawaii).

It would make him guilty of fraud, however.

You may have a point. Would his adoption in Indonesia, coupled with his registration as an Indonesian citizen make any difference? Still just fraud?
