Good question! Surely those involved in the Underground Railroad, and later on Oskar Schindler and others who sheltered Jews during the holocaust faced this apparent contradiction, being put in the position of blatantly lying to the authorities to save innocent lives. IMO it would be justified since trying to save an innocent life would be a much greater good.
