Hopefully they have planned this for maximum damage (story to peak next year), like the democrats would do if it were a republican AG.
I don't think they are thinking much in those terms. They're building their case, slowly, deliberately, and damningly. If it stretches into the election season, that's going to be solely the fault of the Administration in stalling and obstructing.
In other words, win-win.
