In downtown Portland, a day in the police blotter of Occupy Portland

Chapman Square, one side of the Occupy Portland encampment downtown, on Tuesday. The protest now is in its 19th day, and the police have been kept occupied, too. Such a Monday the Portland police had as they kept an eye on the Occupy Portland encampment. Tuesday's "public safety update" indicates that the political protest has attracted mentally ill people, street kids and a man striking "fighting poses" to congregate with the political protesters.

Herewith, edited for clarity, is the police report:

Monday 7 a.m.: Officers receive a request from Occupy Portland to get in touch with Project Respond (the acute-care team of medical professionals who work with the mentally ill in crisis.) The volunteers at Occupy Portland report that they are getting overwhelmed with the amount of mental health issues presenting themselves at the camp and want to establish a liaison with Project Respond to help in dealing with these problems as they occur.

Monday 10:30 a.m.: Officers leaving the Multnomah County Courthouse say Angela Hallinger, 39, throws a paintbrush at them because they will not stop and look at her art. The brush hits an officer's pants and left paint. Hallinger picks up the brush and throws it again, just missing the officers' heads. Officers later learn that a woman had been flashing her breasts; apparently, it was Hallinger. She is arrested and booked for disorderly conduct and criminal mischief.

At the same time, officers found the porta-potties on the south side of Chapman Square, along Southwest Madison Street, overflowing. Raw sewage was running down the sidewalk toward Southwest Third Avenue. The conditions were reported to the Parks & Recreation Bureau, which said it was aware of the issue. Monday 3 p.m.: Officers learn Hallinger is out of jail and flashing her breasts again at the camp. She was excluded from the parks.

Monday afternoon shift: Multiple calls of various fights, disturbances. Officers say there is a different call every 45 minutes or so.

Monday 6:35 p.m.: A very intoxicated/high subject is contacted at the corner of Southwest Third Avenue and Main Street. Dylan K. Hunter, 25, is acting in a confusing manner. He also is on probation for delivery of a controlled substance-methamphetamine. He is given a citation and transported to Hooper Detox.

Monday 6:45 p.m.: A sergeant takes a phone call from a "donor" of two food boxes to Occupy Portland. Donor says that he dropped off the food at the camp, he and a friend see "buckets of human waste" sitting around. This is very disturbing to the donor and his friend. Monday 7:56 p.m.: Officers respond to a call of a man causing a disturbance near the medical tent in Lownsdale Square, throwing things and knocking down fences. He is wandering around the Veterans Memorial. Officers see Devn Merner, 35, acting in a bizarre manner with red paint on his feet and torso. Occupy Portland peacekeepers are trying to talk to him while he displays "fighting poses," but Merner refuses their contact. Officers request Project Respond to assist. Merner turns attention to officers and advances toward them. Merner circles officers very rapidly and at a very close distance, and eventually stops in front of one officer, grabbing the arm of the officer's jacket. This action places the officer in a potentially dangerous situation . . . at this point officers take custody of Merner, and he is lodged at the Multnomah County Detention Center on disorderly conduct, resisting arrest and harassment.

Monday 9:30 p.m. A call reports "five subjects beating another subject" in the center of Chapman Square by the drinking fountain. Officers cannot find a victim or suspect and overhear people say everyone "ran off." Then officers receive another call of a fight at Southwest Third Avenue and Yamhill Street; it appeared related. As officers arrive, witnesses say as many as "15 street kids with skateboards" are chasing the victim north on Southwest Fourth Avenue toward Burnside Street. Three separate calls from different locations are generated about this incident. The victim is reportedly hiding out in a camp on West Burnside at Southwest Fourth Avenue. The victim is ultimately found at Northwest Fourth Avenue at Couch Street.

The victim, 19-year-old male, says street kids assaulted him in Chapman Square after a verbal altercation about a dispute that a friend of his had earlier with the group. The victim reports he was jumped from behind by bandana-masked subjects and repeatedly punched in the face and head. He says Occupy Portland peacekeepers came over and suggested he "run away" since they could do nothing to stop the assault. The victim reported he was chased to Southwest Fourth Avenue and Burnside, where two masked subjects continued to assault him. He said others assisted him, and the suspects ran off. The victim was injured in the face, and said he thought about calling the police but decided not to since the residents of Occupy Portland are supposed to take care of these matters themselves.

Monday 11:59 p.m: A known subject walks into Central Precinct to report an "assault": Someone pointed a finger at him. He made several assault reports during this event. The subject returned 10 minutes later to report a "riot" at Occupy Portland. There was no riot in progress. The subject is told to leave but he initially refuses. He is escorted out and told that if he returns to make an erroneous report, he may be arrested.

Tuesday, 4:56 a.m.: A resident of Occupy Portland calls 911 to report a man inside the encampment who had punched someone and broken a bottle. Officers speak with the victim of the punch and learn the suspect fled after the incident. The victim did not require medical attention. Witnesses believe the suspect does not live in the encampment and is possibly intoxicated.

Once again, does this angry group have any goals or specific demands, or are they simply the biggest useful idiots/druggees we’ve seen since the Seattle riots.

The hippies at Woodstock in 1969 behaved way better.

They were stoned, and obscene, and childish, and naive, for certain, but there was much less violence, per-capita.

I lived in downtown Portland for a few years, actually. Right across from the Fish Grotto restaurant, in the former Ben Stark Hotel with my girlfriend at the time (this was in the mid 90’s).

Reading this brings back memories, that’s for sure. Sounds like a pretty normal night for downtown, all in all.

It’s kind of a weird, kooky place. It used to be cool in the 90’s, but when I was back there in 2009, I wouldn’t go downtown after dark anymore, that’s for sure. It got weird for the worse. Too bad.....Portland’s not such a bad place.

Give them one area where they can stay. Then raise a fence and declare it a jail. $200 apiece to bail out, no questions, no trial, no record.

LOL - when I did my hidden camera interview of the Occupy Binghamton “base”, I asked them if they were like the Tea Party. I kept poking at the girl that was speaking with me. Funny stuff.

This is the “keep Portland weird” contingency. Yea, well somethings can't be un-weirded, so they are safe there. I really do hate that city now. It's only good if you are young, stupid, or don't give a toot about reality.

Pretty much.

I treated myself to a walking tour of this area Sunday afternoon.

No coherent ideas, no sense of direction.

Once the rains start the place will be a mud puddle.

And it was a sanitation nightmare. I took care not to touch anything.

It wasn't as smelly as I expected though. But there was a breeze blowing.

Lots of wonderful products of modern industry though. Synthetic fabric tents, generators, mass produced cookware, several boxes of bananas shipped from overseas in cold storage containers, bicycles with wonderful metal alloys and large amounts of what once was an extremely expensive and precious metal prior to the industrial revolution (aluminum).

Oh yeah, and a complete lack of clarity of thought.
