Kazakh prosecutors acknowledge terrorist attack in the city of Taraz

Following shootings and explosions in the city of Taraz in South Kazakhstan, a criminal case was opened on two counts - murder and the commission of terrorist acts. According to ‘Interfax’, Deputy Attorney General of the Republic Nurmuhanbet Isayev made this statement on November 12th. The official stressed that the city had only suffered a single explosion, and not four as reported by some media sources. He also denied reports that there is a curfew in Taraz.

According to prosecutors, on Saturday morning, 34-year-old M.K. Kariyev (previously identified as Kaliyev), a follower of jihadist ideas, robbed a Taraz resident and stole his car. After this, he robbed a gun shop in the city. After killing a guard and fatally wounding a customer, Kariyev stole two ‘Saiga’ hunting carbines and ammunition, and fled.

Two police officers pursued the gunman. Kariyev shot them both and took possession of a Makarov service pistol and a Kalashnikov assault rifle.

Kariyev next went home and got an RPG-26 grenade launcher. He drove to a building housing the regional department of the National Security Committee (Kazakh Security Service) and fired upon it, also using the grenade launcher. No one was injured as a result of this fire.

This time two horse-mounted police officers took off in pursuit of Kariyev. They managed to injure the offender, but he, in turn, mortally wounded them. After this, security forces finally managed to catch the bandit. In the ensuing firefight, he killed yet another policeman. Kariyev’s last victim was a traffic police captain, who was killed when the terrorist blew himself up on being arrested.

It also reported that Kariyev also carried out an armed attack that killed two officers of the National Security Committee who were conducting surveillance on him. The prosecutor’s officer did not specify exactly when this crime was committed.

As a result of events in Taraz, excluding Kariyev, seven people, including five police officers, were killed.

DESCRIPTION OF A TERRORIST ATTACK

November 12th, 2011. City of Taraz, Kazakhstan

At 10:30 am on Saturday (November 12th), according to official information from a briefing given at the Zhambyl district office of the Interior Ministry, Mr. Kariyev was behind the wheel of a Mazda automobile that he had seized from Mr. Zabirov, its owner.

From there the terrorist proceeded to the Makeh sporting goods store, located on Kazybek-bi Street. Apparently he drove rather slowly, because he about an hour covering a distance that general takes about 10 minutes. He arrived at Makeh, according to police, at 11:20 am.

It was here that first blood was spilled: using a sawed-off 16-gauge shotgun, the offender first shot Vyacheslav Fedosenko, the store's security guard, then mortally wounded Nurgali Orazbakov, a customer in the store, with a shot to the chest.

From here the killer headed toward the train station, but at a bridge he abandoned the Mazda and continued on foot along the railroad tracks until he arrive at a store called "Uncle Vitya's", better known to local residents by its previous name, "The Wave", located on number 2 Prmanova Street (formally known as Technical Street). Here he stole a VAZ 21099 car owned by a Mrs. Sadykova, and drove it to his home at number 34 Lukmanov Passage.

Approximately 800 meters from his home, Kariyev somehow "made out his tail" - a surveillance team from the Zhambyl district office of the Kazakhstan Security Service, made up of officers Sergey Kasyanenko and Mukhtar Khaliev - and shot them from his vehicle, apparently using the weapon that he had taken from the sporting goods hunting store, which investigators determined from three bullet wounds the security service officers received. It was not clear if this occurred before or after he managed to return home and grab a grenade launcher.

The police have not stated the exact time of the attack, but Kariyev was already writing the next paragraph of his murderous path - he was at the intersection of Lukmanov (on which he was driving) and Baitursynov (formerly Gresovskaya) at about 12:00 to 12:10, according a salesman at a nearby store known as Dulat. Here he fired upon two police sergeants - Polat Ayankulov and Zhaksybek Bayseytov - using the sporting goods store Saiga - literally riddling them with bullets. The terrorist here was rewarded with a Kalashnikov assault rifle and a Makarov pistol.

According to witnesses, the terrorist then aimed the assault rifle at the crowd, and then his bazooka at the passing, passenger-laden number 55 bus. Apparently he decided not to shoot, and instead drove to the regional department of the Kazakhstan Security Service, located on Koshenek-batir Street (formerly Kolkhoz, and later Sukhe-Baatar). The building is a stone's throw from the city's main square.

It is possible that this was one of the main targets of the terrorist's attacks. Using the grenade launcher, he fired twice on the second floor of the Security Service building. This was about 40-50 minutes since Kariyev had stolen the car, rearmed himself, and killed six people.

(SNIP)...Leaving the empty grenade launcher by the Security Service building, he got back into the car and drove towards the district Akimat, but by the Theater of Drama (in the very center of the city of Taraz), just past the Triumph store, the culprit left the car and continued on foot. A horse-mounted police patrol soon caught up with him...(SNIP)

It was now 12:45. According to witnesses, the "young, husky, beardless Asian man in blue coveralls aimed an assault rifle at the two mounted police officers." He fired. A horse and rider were dashed to the ground. The offender demanded that the second police officer provide him with the other horse. Again a shot... Fortunately, both police sergeants - Kurmanbaev and Moldakasov - survived. All this took place on Radishchev Street near the district council building.

At about 1:00 pm the terrorist continued on. A few minutes later he was at the intersection of Abay (along which was proceeding on foot) and Kazybek-bi. Here he was overtaken by the traffic police. There was more gunfire, during which a Sergeant Alash was wounded. After firing several times, Kariyev pulled out a grenade. At this point, Police Captain Gaziz Baytasov, commander of 1st platoon of a detached traffic police battalion, jumped him, knocking him to the ground. There was an explosion...

Killed:
Captain Gaziz Baytasov, date of birth April 3rd, 1971:
Commander of 1st platoon of the detached traffic police battalion, Interior Minitry. He began his service in 1992 as a highway patrol inspector in Dzhezkazgan. His record lists 25 commendations and a medal for "meritorious service with the district Interior Ministry". He leaves behind a wife and three children.
For his heroism, Captain Baytasov has been nominated for a national-level award by the leadership of the Interior Ministry.

Senior Sergeant Polat Ayankulov, date of birth February 25th, 1983:
Senior platoon sergeant in the Zhambyl region police rapid response team with six years of service in public safety. He attempted to block Kaliyev on the road, and died from the terrorist's bullets. He leaves behind two children. Sergeant Zhaksybek Bayseitov, born April 27, 1980: Platoon sergeant in the Zhambyl region police rapid response team, but only managing to serve two years. Never received a commendation from the service. He attempted to block Kaliyev on the road, and died from the terrorist's bullets. Zhaksybek leaves behind a daughter.

Senior Lieutenant Sergei Kasyanenko:
Served with the Zhambyl regional office of the Kazakhstan Security Service. He was conducting surveillance of Kaliyev and was shot by the terrorist. Kasyanenko leaves behind four children, the oldest of which is not quite 5 years old, white the youngest - twins - are not even a month old.

Senior Lieutenant Mukhtar Haliev:
Served with the Zhambyl regional office of the Kazakhstan Security Service. He was conducting surveillance of Kaliyev and was shot by the terrorist.

Vyacheslav Fedosenko:
Security guard at the Makeh sporting goods store. He was shot dead by the terrorist during the attack on that store.

Nurgali Nurazbekov:
A customer at the Makeh sporting goods store. He was mortally wounded in the chest during the attack on that store.
